The 2023 IEEE International Conference on Systems, Man, and Cybernetics (SMC 2023) is the flagship conference of the IEEE Systems, Man, and Cybernetics Society. The conference will provide a stimulating forum for researchers, educators, and practitioners to learn, share knowledge, report the most recent innovations and developments, and exchange ideas and advances in all aspects of systems science and engineering, human-machine systems, and cybernetics.

SMC 2023 will include technical paper presentations, keynote addresses, tutorials, workshops, panel discussions, forums, exhibits, and receptions to enrich discussions among conference attendees.

SMC 2023 will be held in hybrid format.

*** Tutorials ***
The IEEE SMC 2023 conference will be preceded by tutorials to be held on Sunday, October 1, 2023, addressing current and future topics in systems science and engineering, human-machine systems, and cybernetics from experts from academia, research institutes, and industry. Tutorials in relevant and trendy areas such as Telepresence, Virtual Reality/ Metaverse, and AI and Cybernetics are strongly encouraged.

Proposals should be submitted via PaperCept (Tutorial Proposal Submission category). Questions concerning Special Sessions Proposal submissions should be directed to the SMC 2023 Tutorial Chair Shun-Feng Su at sfsu@mail.ntust.edu.tw and Tutorial Co-chair Raffaele Carli at raffaele.carli@poliba.it.

*** Special Sessions ***
Proposals for SMC 2023 Special Sessions are solicited in traditional and emerging areas in systems science and
engineering, human-machine systems, and cybernetics. They may address:
- topics not covered by the conference topics;
- aspects related to the conference theme;
- emerging and innovative areas and topics.

Special Session proposals should include at least six papers. Proposals should be submitted via PaperCept (Special Sessions Proposal Submission category). Questions concerning Special Sessions Proposal submissions should be directed to the SMC 2023 Special Sessions Chair Giancarlo Fortino at g.fortino@unical.it.

*** Workshops ***
Proposals for SMC 2023 Workshops are solicited to help bring together the SMC community within emerging, active, and well-defined areas under the broad domains of systems, human-machine interactions, and cybernetics. Proposals in topics outside the main SMC 2023 conference are encouraged and should include the presentation format (abstracts and posters, panels, roundtables). Workshop proposals should include the workshop organization, plan to attract engaged participation of the attendees and promote discussion, and describe contribution of invited speakers towards the enhancement of the workshop. Active participation and/or endorsement from one or more SMC Technical Committees (TC) is encouraged.

Proposals for half-day or full-day workshops are welcome. Half-day workshops are expected to have between 8 and 12 presentations (full papers and/or abstracts) and full-day workshops between 15 and 20 presentations. Full papers (up to six pages) will undergo the same peer-review process as all other SMC 2023 papers and an approximate 60% acceptance rate is expected. Accepted and presented papers will appear in the conference proceedings and in IEEE Xplore. Abstracts (1-page) will be reviewed only by the workshop organizers and will not appear on IEEE Xplore. They will be published, however, on the Workshop website. Workshops are planned to be held on October 1, 2023.

The Workshops Committee will evaluate proposals based on the following criteria:
- importance of the topic and timeliness of the proposed workshop;
- event's format and likelihood of creating an engaging intellectual environment;
- quality of the invited speakers and the experience of the organizers.

The 13th Workshop on Brain-Machine Interface (BMI) Systems is organized by the IEEE SMC Technical Committee on Brain-Machine Interface Systems. Participation is free to all registered IEEE SMC 2023 attendees.

*** Workshop on Telepresence ***
The 2023 IEEE Future Directions Workshop on Telepresence is organized jointly by the IEEE Future Directions Telepresence Project and the TC on Robotics and Intelligent Sensing. Participation is free to all registered IEEE SMC 2023 attendees.

*** Workshop on Telexistence in Virtual Worlds ***
The 2023 IEEE Workshop on Telexistence in Virtual Worlds will be held as part of IEEE SMC 2023. Participation is free to all registered IEEE SMC 2023 attendees.
